Cadastral offices made errors in public contracts and in accounting

The Supreme Audit Office (SAO) audited management of the Czech Office for Surveying, Mapping and Cadastre and six selected regional cadastral offices within the period 2010–2011. Auditors aimed at assets worth CZK 1,500 million and expenses in the total amount of CZK 75.4 million, which included costs of restorations, materials, and travel expenses. Auditors also scrutinized revenues from leases and sales in the total amount CZK 44.1 million and liabilities worth CZK 26.6 million.

In 2003, the Czech Office for Surveying, Mapping and Cadastre (COSMC) let a private company use an equipped kitchen and canteen without a fee in spite previously, the company paid an annual rent in the amount of CZK 500,000 till December 2002. Thus the COSMC decreased their revenues without reason. The COSMC purchased three computer licenses for CZK 178,700 but did not use them. Just one day after entering the licenses into accounting items, the COSMC signed them over to another organisational unit of the state, which falls into the same budget heading.

During the audited period, the COSMC and some of the audited regional cadastral offices failed to keep correct and proper records of their accountings. For example, several accounting cases were not accounted into the corresponding periods or assets were entered into wrong items of the balance sheet.

Regional cadastral offices for Moravian-Silesian and Vysočina regions violated the Public Procurement Act. For example, the Moravian-Silesian cadastral office violated the transparency principle when failed to timely announce conditions for evaluation of tenders with contracts worth CZK 694,500. The ban on discrimination was also violated in case of contracts worth CZK 258,100 when the contracts were awarded to suppliers who had not participated in the competition.
